Social functions can expand your network but are not appropriate to use for overt promotion. If someone asks for your card, consider the setting.
At a hosted event, your host's objective overrides any individual interest. For example, it is not acceptable to furnish your card at a dinner party. If asked, promise to follow up after the event.
At a charity function with a cocktail hour, if asked, it is appropriate to furnish your card. The operative words are "if you are asked". Never try to give your card unsolicited at a social function.
