Contrast is the key in communicating power or authority. A white shirt or blouse with a dark jacket provides a lot of contrast visually and will pronounce authority to those who see you.
Think of the traditional dark suit, white shirt and red tie or a tailored black skirt, jacket and white blouse. Crisp and clean, contrast demonstrates a confident aura and authority.
If you are trying instead to develop rapport, low contrast will assist. For instance a grey jacket and light blue shirt reduces the contrast and is seen as more approachable and friendly.
