While it is the responsibility of leaders to establish and articulate the organizational values and to address breaches of conduct, as a co-worker, you also have an important role to play. There are a few ways to address this issue.
First, challenge your assumptions.
Ask yourself why intelligent, committed professionals would be acting in this manner. There is a good chance they are not intentionally trying to be disruptive to others. What you define as "goofing around" may actually be a useful dialogue that sparks creativity and innovation among colleagues.
